Device that helps subluminals?

I was thinking about a device to help your conscious and subconscious mind. So that you can get information saved in memory faster, or to listen to affirmations and have them work faster without as much effort. ETC... I assume this has already been developed by the elite, but is this something that I could DIY?

you want some kind of headband - think EEG equipment - that pulses 40Hz to the frontal lobe at between 1 - 2V during REM dreaming.
